Description

The purpose of this Request for Proposals (RFP) is to establish term contracts with multiple private providers, for the provision of Regional Mobile Crisis Response services, the provision of RegionalCommunity-based Stabilization services, or the provision of both services to individuals within theDepartment of Behavioral Health and Developmental Services Region 4 service area ( Region 4 ) as a contracted vendor of the Richmond Behavioral Health Authority, (herein referred to as RBHA ) apolitical subdivision of the Commonwealth of Virginia.
Background
The Richmond Behavioral Health Authority (RBHA) is a political subdivision of the Commonwealth of Virginia, licensed to provide behavioral health care and substance use disorder treatment services. RBHA serves over 13,000 individuals annually and aims to ensure the availability of clinically appropriate and effective services to help individuals remain in their communities.

This Request for Proposals (RFP) seeks to establish term contracts with multiple private providers for Regional Mobile Crisis Response services and Regional Community-based Stabilization services within the Department of Behavioral Health and Developmental Services Region 4 service area.

Work Details
The selected contractors will provide:
1. **Regional Mobile Crisis Response (MCR) Services**:
- Rapid response to individuals in need of community-based mental health support, available 24/7/365.
- Engagement with the Virginia Crisis Connect platform for dispatches and documentation.
- Intervention, support, de-escalation, and connection to ongoing services to reduce emergency department visits.
- Staffing must include trained personnel capable of responding within five minutes and arriving on scene within one hour.

2. **Regional Community Stabilization Services**:
- Follow-up services post-MCR or as a transition from higher-level care or diversion from such care, also available 24/7/365.
- Coordination with RBHA for service referrals but not dispatched by the Call Center.

3. **Outcomes and Reporting**: Providers must utilize the Virginia Crisis Connect platform for all crisis services, ensuring timely data entry and compliance with reporting requirements.

Period of Performance
The contract will be effective from July 1, 2025, through June 30, 2026.

Place of Performance
Services will be performed within DBHDS Region 4, which includes various localities such as Amelia, Buckingham, Chesterfield, Henrico, Richmond, and others.
