2025-2026 Plow4Va Snow Removal Ashland

Background
The Commonwealth of Virginia, through the Department of Transportation (VDOT), is issuing a solicitation for snow and ice removal services for the 2025-2026 winter season under the Plow4VA program.
The goal is to ensure effective and timely snow removal operations to maintain road safety during winter weather events.

Work Details
Contractors will provide snow and ice removal services, including the following specific requirements:
1. Contractors must pick up all VDOT-issued equipment by October 31, 2025, and return it by April 15, 2026.
2. Contractors are required to install AVL (Automatic Vehicle Location) devices by October 31, 2025.
3. A one-time mobilization bonus of $1,500 will be awarded to contractors who complete the Plow4VA agreement by August 31, 2025.
4. Rigging fees of $500 per truck will be paid for initial installation of AVL equipment if approved by VDOT.
5. Operational rates will be utilized for snow removal operations; no push or standby rates are applicable.
6. Supervisors must be provided for contractors offering four or more vehicles, with specific vehicle requirements outlined.
7. All contractors must comply with OSHA and VOSH regulations and ensure their equipment meets all state and federal standards.

Period of Performance
The contract period runs from October 1, 2025, through April 15, 2026.

Place of Performance
Services will be performed in the Ashland Residency area within the Richmond District of Virginia.

Bidder Requirements
Bidders must have a valid eVA registration and provide proof of insurance coverage as specified in the solicitation.
They must also comply with all local, state, and federal regulations regarding vehicle operation and safety standards.
