2025-071 Solid Waste Management

Background
The City of Lynchburg is seeking proposals for innovative methods to manage solid waste and recycling as part of Request for Proposals (RFP) No. 2025-071. The City is a member of the Region 2000 Services Authority, which currently manages solid waste disposal at the Campbell County Livestock Road landfill. However, the landfill's capacity is projected to be exhausted by early 2029, prompting the City to explore long-term disposal options for residential and commercial waste, as well as household recycling.

The City operates a convenience center for solid waste drop-off and collects residential recycling at multiple locations.

Work Details
The contract will involve the implementation of a transfer station option to manage solid waste. Proposals may include:
1. Construction and operation of a transfer station on public or private property.
2. Obtaining necessary permits, including rezoning and special use permits.
3. Designing and constructing the facility to handle projected waste for the next 25 years, with a minimum capacity for approximately 35,000 tons of non-commercial waste and an estimated 132,000 tons of commercial waste.
4. Operating hours from Monday to Friday (7:00 AM - 4:00 PM) and Saturday (8:00 AM - 12:00 PM).
5. Hauling waste to a permitted landfill and paying tipping fees.
6. Consideration of alternative solutions such as waste-to-energy options or enhanced recycling plans.

Period of Performance
The contract term will commence upon issuance of the Notice to Proceed and will last for five (5) or ten (10) years depending on the accepted proposal, with provisions for up to four additional five-year terms, not exceeding twenty-five (25) years total.

Place of Performance
The services will be performed in Lynchburg, Virginia, specifically at locations designated for the transfer station.

Bidder Requirements
Offerors must demonstrate relevant experience in solid waste management solutions for government agencies. They should provide qualifications of key personnel involved in the project, including resumes and references from similar projects.
