2025-001 Housing Market Analysis Study

Background
The County of Roanoke, Virginia, is seeking proposals from qualified Offerors to conduct a Housing Market Analysis Study. The purpose of this study is to assess the current state of housing in Roanoke County by identifying housing needs that will inform program, policy, and development recommendations.

The County serves as the suburban hub of the Roanoke Valley with a provisional population of 96,589 and aims to enhance affordable and workforce housing in the region.

Work Details
The successful Offeror will be required to provide a comprehensive Housing Market Analysis Study that includes the following tasks:

1. Collect and analyze data on existing housing conditions in Roanoke County, including income by household type, household demographics, housing supply and demand, housing stock characteristics, occupancy rates, affordability metrics, cost of living analysis, quality assessments, commuting patterns, employment hubs, and special population needs.

2. Review best practices in housing studies and investigate viable strategies for addressing local housing needs while comparing conditions with neighboring localities.

3. Conduct public engagement processes to gather input from residents and stakeholders through meetings, surveys, focus groups, and interviews.

4. Perform a land suitability analysis for future development potential.

5. Identify specific housing needs including new unit demand and rehabilitation requirements.

6. Develop actionable recommendations for meeting identified housing needs with strategies for increasing affordable housing supply and improving quality.

Period of Performance
The study should be completed within 9 to 12 months from the contract start date.
