2 STEP IFB 159697 Statewide Maintenance Consulting Services

Background
The Virginia Department of Transportation (VDOT) is issuing a 2-Step Invitation for Bids (IFB #159697) for Statewide Maintenance Consulting Services. The goal of this contract is to establish multiple contracts with qualified firms to provide expert maintenance management and various roadway maintenance services. This initiative aims to enhance the maintenance of highways and ensure safe travel for the public, continuing VDOT's commitment to improving service levels through innovative solutions.

Work Details
The services required under this contract include, but are not limited to:

1. Development and analysis of guidelines, policies, and procedures;
2. Creation of maintenance manuals;
3. Assistance with specifications, contract writing, and cost analyses;
4. Contract research and drafting requests for information;
5. Development and presentation of reports;
6. Participation in program management including quality control;
7. Roadway inspection services including pavement analysis;
8. GIS mapping of roadway assets;
9. Traffic counts;
10. Development of transportation maintenance projects;
11. Assistance with documentation related to FHWA/FEMA events; and
12. Other related maintenance activities as needed.

Period of Performance
The contract will commence upon award and will last for one year, with two optional two-year renewal periods available.

Place of Performance
The services will be performed statewide across Virginia.

Bidder Requirements
Bidders must submit a Small Business Subcontracting Plan (SBSP) if they are not certified as small businesses by the Department of Small Business and Supplier Diversity (DSBSD) at the time of bid closing. Additionally, bidders must comply with contractor license requirements and provide evidence of compliance with all specified terms.
