Background
The Department of Conservation and Recreation (DCR) is issuing this Invitation for Bids (IFB) for the renovation of cabins at First Landing State Park, located in Virginia Beach, VA.

The project aims to restore and rehabilitate historic framed cabins and non-historic concrete block cabins to enhance the park's facilities while preserving its natural and historical integrity.

Work Details
The project consists of the complete renovation of 20 cabins at First Landing State Park. The scope includes:
- Removal of original flooring
- Selective demolition of interior and exterior finishes
- Installation of new plumbing, electrical, and mechanical systems.

Exterior improvements will involve railings, new roof covering, and repair of deteriorated components. Interior improvements include new kitchens and bathrooms as well as reconstruction of fireplaces.

Six cabins are historic framed cabins subject to preservation procedures; fourteen are constructed from Concrete Masonry Units (CMU). The project also requires compliance with Erosion & Sediment Control regulations and includes features for handicap accessibility.

Period of Performance
The project is expected to be substantially complete within 18 months from the notice to proceed, with final completion 30 consecutive calendar days thereafter.

Bidder Requirements
Bidders must be pre-qualified general contractors registered with eVA and hold a Virginia Class A contractor license. A bid bond is required upon submission. Contractors must also provide performance and labor bonds if awarded the contract.
