Background
The Virginia Department of Transportation (VDOT), part of the Commonwealth of Virginia, is responsible for maintaining over 8,000 miles of roads in Fairfax County. This contract aims to manage roadside vegetation effectively to ensure maintenance and safety, promoting safe travel and preserving the natural beauty of the roadsides. The contract is specifically for hand mowing and litter removal services within the Fairfax Residency in VDOT's Northern Virginia District.

Work Details
The contractor will provide a minimum of one crew per lot, consisting of six personnel, equipped with all necessary tools and equipment to perform hourly spot hand mowing and litter removal services. Each crew must include a foreman capable of communicating in English. The work includes:

- Hand mowing areas inaccessible by tractor mowers, including around bridge structures, signs, and guardrails.
- Mowing vegetation up to 2 inches in diameter to a height of approximately 3 inches.
- Edging operations along concrete curbing and sidewalks.
- Litter/debris collection prior to mowing, with disposal at an approved landfill at the contractor's expense.
- Equipment requirements include two commercial self-propelled mowers (36” or greater), five commercial weed-eaters, one leaf blower, one hedge trimmer, one mowing trailer, and one pick-up truck. All equipment must comply with safety standards.

Period of Performance
The contract will be performed over a period of one year from the date of award, with four optional renewals available.

Place of Performance
The services will be performed within Fairfax County in VDOT's Northern Virginia District.

Bidder Requirements
Bidders must submit a Small Business Subcontracting Plan if not certified as a small business by the Department of Small Business and Supplier Diversity by the bid closing date. The contractor must comply with OSHA and VOSH standards for personnel and equipment safety. Additionally, bidders are required to provide commercial references and maintain effective communication devices between field representatives and VDOT monitors.
