159395 VDOT Roadway and Traffic Device Asset Data Extraction

Background
The Virginia Department of Transportation (VDOT), part of the Commonwealth of Virginia, is seeking proposals for consulting services to conduct data collection and analysis related to the Model Inventory of Road Elements (MIRE).
This initiative is part of VDOT's compliance with Federal Highway Administration (FHWA) regulations, specifically aimed at enhancing roadway safety analysis by September 2026.
The MIRE framework provides essential data for transportation planning and safety evaluations.

Work Details
The contractor will be responsible for extracting priority data from existing sources related to roadway elements and traffic devices.
The project includes:
- Utilizing technologies such as LiDAR and image analytics to gather data.
- Focusing on extracting fundamental data elements (FDEs) critical for safety analysis, including surface type, number of lanes, median type, and intersection geometry.
- Deliverables must be in GIS format with unique identifiers and relevant attributes as defined in MIRE guidelines.
- Optional task orders may be issued for additional work based on initial performance.

Period of Performance
The contract will commence upon award and will last for one year, with an option for a one-year renewal based on performance and VDOT's discretion.

Place of Performance
The work will be performed statewide across Virginia, utilizing existing data sources available through VDOT and other public datasets.

Bidder Requirements
Offerors must submit a Small Business Subcontracting Plan if they are not certified as a small/micro business by the Commonwealth of Virginia's Department of Small Business and Supplier Diversity (DSBSD).
Proposals must include documentation such as the State Corporation Commission Form and a Proprietary/Confidential Information Summary Form.
