Background
The Virginia State Police (VSP) is seeking industry insight and innovative approaches to support the future of the Commonwealth Link to Interoperable Communications (COMLINC) system.

COMLINC serves as Virginia's statewide interoperability solution, enabling seamless communication between disparate radio systems across the Commonwealth. Its core mission is to provide a reliable, secure, and flexible environment for public safety agencies to connect, coordinate, and respond effectively.

This Request for Information (RFI) aims to gather information on capabilities, emerging technologies, architectural approaches, and best practices that could modernize the COMLINC system.

Work Details
VSP seeks information on products or product suites that can provide all existing capabilities with no degradation in functionality while delivering enhanced interoperability and expanded features. The replacement system does not need to mirror the current COMLINC design but must fully meet or exceed present operational needs.

Key requirements include:
- Meeting NIST and VA SEC 501 guidelines for network operations and security.
- Options for gateway or hardware that can connect various radio systems.
- Network resiliency for better uptime.
- Scalability without extensive equipment replacements.
- Direct accessibility from dispatcher's console.
- An interface for speaking over connected radio systems.
- Localities' ability to patch with other localities and Virginia State Agencies.
- A patch request feature.
- Smartphone interface capability.
- Options for sharing pictures, text, and data.
- Deployable tactical kits.
- Preference for a Linux-based operating system.
- Field-level serviceability for in-house staff.

Period of Performance
The RFI was issued on April 10th, 2026, with responses due by June 12th, 2026. The timeline for implementation will be determined based on subsequent procurement processes.

Place of Performance
The contract will be performed within the Commonwealth of Virginia.
