156-26-077 Landscaping/Grounds Maintenance at AO-02 Warsaw

Background
The Commonwealth of Virginia, through the Department of State Police, is issuing this Invitation for Bids (IFB) to establish a term contract for Landscaping and Grounds Maintenance Services at the Virginia State Police Facility located at AO-02 Warsaw.
The goal of this contract is to ensure that the facility grounds are maintained in accordance with industry standards and regulatory requirements.

Work Details
The contractor shall provide all labor, materials, supplies, supervision, and equipment necessary for landscaping and grounds maintenance services.
Key tasks include:
1) Mowing on an 'On-Call' basis approximately every 7-10 days from April through November;
2) Basic landscaping services including mowing, edging, mulching, bed preparation, pruning of ornamental shrubs and trees, and leaf collection;
3) Additional services such as replacement plantings, removal of broken tree limbs, excessive leaf removal post-mowing season, complete removal and application of new mulch, and fence line vegetation removal;
4) All work must comply with OSHA and local regulations;
5) Equipment must be maintained in good operating condition;
6) The contractor will be responsible for ensuring a professional appearance among personnel while on site.

Period of Performance
The contract period will commence from the date of award and will last for one year (12 months), with options for renewal.

Place of Performance
Work will be performed at the Virginia State Police Facility located at 16835 History Land Hwy, Warsaw, VA 22572.

Bidder Requirements
Bidders must be DSBSD-certified small businesses or micro businesses to qualify for award priority.
Additionally, bidders must possess a valid Virginia Contractor License and comply with insurance requirements including Workers’ Compensation and Commercial General Liability coverage.
