Background
The Virginia State Police (VSP) is issuing this Request for Information (RFI) to assess market capabilities and gather insights from qualified vendors regarding modern Intelligence Management Solutions for the Virginia Fusion Center (VFC).

The VSP aims to enhance its intelligence analysis and management capabilities through a secure, cloud-based Software as a Service (SaaS) platform. The VFC serves as a state-level hub for integrating counterterrorism and criminal intelligence resources, adopting an 'All Hazards, All Crimes' approach to facilitate comprehensive protection strategies and unified response tactics.

Work Details
VSP seeks information on solutions that can provide the following capabilities:
- A secure and cyber-compliant solution that aligns with VITA and VSP policies.
- Centralized analysis workflows within a unified platform.
- Facilitation of Intelligence Led Policing (ILP) workflows supporting the full intelligence cycle.
- Collaboration tools for securing and sharing intelligence data compliant with 28 CFR Part 23.
- Advanced analytical tools for data correlation/resolution.
- Enhanced search functionalities across internal and external data sources.
- User-friendly interface designed to optimize data retrieval and automate manual tasks.
- Workflow automation for ticket creation, assignment, tracking, and reporting.
- Link analysis visualizations to map relationships between entities.
- Integration with real-time data feeds from multiple sources via secure API connectors.
- Role-Based Access Control (RBAC) to ensure compliance with privacy regulations.
- Mobile access for data input or visualization purposes.

The solution must also include records management capabilities, disaster recovery plans, user training materials, and a dashboard management tool.

Period of Performance
The RFI was issued on February 2, 2026, with responses due by March 13, 2026. The period of performance will be defined in subsequent procurement processes following this RFI.

Place of Performance
The contract will be performed at the Virginia Fusion Center located in North Chesterfield, Virginia.
