156-26-015 HVAC Mechanical Preventative Maintenance and On-Call Repair Services - VSPHQ-Midlothian

Background
The Commonwealth of Virginia, through the Department of State Police, is issuing this Invitation for Bids (IFB) to establish a term contract for HVAC Mechanical Preventative Maintenance and On-Call Repair Services at the Virginia State Police Headquarters located in Midlothian.

The goal of this contract is to ensure the proper functioning and maintenance of HVAC systems at the facility, which is critical for operational efficiency and comfort.

Work Details
The contractor will provide all necessary labor, supervision, equipment, parts, tools, materials, supplies, and incidentals to perform HVAC/Mechanical Services in compliance with OSHA and other regulations.

Key responsibilities include:
1. Performing quarterly scheduled preventative maintenance during Q1 (January-March), Q2 (April-June), Q3 (July-September), and Q4 (October-December).
2. Conducting operational inspections during filter replacement visits and addressing any identified issues.
3. Providing on-call repair services billed on a Time & Material basis at specified hourly rates.
4. Ensuring all work complies with applicable laws and standards including VOSH standards.
5. Maintaining records of all services performed and submitting reports detailing equipment condition after each maintenance visit.

Period of Performance
The contract term will commence upon award and continue for one year (12 months), with an anticipated start date of December 1, 2025. The contract may be renewable based on mutual agreement.

Place of Performance
All services will be performed at the Virginia State Police Headquarters located at 7700 Midlothian Turnpike, North Chesterfield, VA 23235.

Bidder Requirements
Bidders must have a valid Contractor's 'A' License through the Commonwealth of Virginia Department of Professional Occupational Regulation (DPOR). Additionally, contractors must pass a background check including fingerprinting for personnel assigned to the VSP facility.

All employees must maintain a professional appearance and comply with VSP security policies.
