156-25-161 Window Tint Meters

Background
The Commonwealth of Virginia, through the Department of State Police, is issuing this Unsealed Invitation for Bid (UIFB) to establish a one-year contract (renewable) for the purchase of window tint meters. The goal is to procure these meters on an as-ordered, as-needed basis to support the operations of the Virginia State Police. The contract will ensure that all unit prices are inclusive of shipping and handling charges, delivered to a specified location.

Work Details
The contractor shall provide new window tint meters that meet the following specifications:

1. Compliance with ASTM D1003, ISO, or equivalent standards for light transmission measurements.
2. Estimated annual usage includes 100 one-piece window tint meters and 100 two-piece window tint meters.
3. All items must be new, unused, and the most current production models; no prototypes or refurbished products will be accepted.
4. Delivery must occur within 30 calendar days from receipt of a valid purchase order, with each shipment including an instruction manual/user guide, manufacturer’s calibration certificate, and warranty documentation.
5. A minimum one-year manufacturer’s warranty covering all parts and labor must be provided, with warranty services available within the continental United States.

Period of Performance
The contract will commence upon the date of award and will last for one year, with options for renewal.

Place of Performance
Delivery will be made FOB Destination to 7700 Midlothian Turnpike, North Chesterfield, Virginia 23235.

Bidder Requirements
Bidders must be Original Equipment Manufacturers (OEM), authorized dealers, distributors, or resellers for the items bid. Required forms include acknowledgment of any addenda, product information, OEM or reseller certificates, and a Vendor Data Sheet. Bidders must also be registered in eVA to submit their bids.
