156-25-127 Shooting Ranges Lead Reclamation and Lead Management DTF/Blackstone

Background
The Commonwealth of Virginia, through the Department of State Police, is issuing this Invitation for Bids (IFB) for Shooting Ranges Lead Reclamation and Lead Management Services at the Driver Training Facility in Blackstone, VA. The facility has been operational for 10 years and includes four covered shooting ranges used for training new recruits and practice for sworn personnel. The goal of this contract is to ensure safe and compliant lead reclamation and management at these ranges.

Work Details
The contractor will provide all necessary permits, supplies, equipment, labor, parts/materials, and supervision to complete the following tasks:

1. Regulatory Requirements: Compliance with applicable Federal, State, and local safety and environmental regulations including OSHA and US EPA standards.

2. Initial Site Visit/Conference: Conduct an on-site meeting with the Contract Administrator to review the reclamation plan.

3. Lead Reclamation Service: Confirm daily shutdown of ranges during work; provide site access control; remove soil to a depth of 2 feet within impacted areas; screen soil on-site; remove 90% of lead bullets and fragments; apply dust control measures.

4. Site Restoration: Restore processed soil to berms, replace sand as needed, re-vegetate disturbed areas if necessary.

5. Reporting: Prepare a final report including waste manifests/certificates of disposal and conduct post-reclamation sampling to verify lead levels.

Period of Performance
The contract will commence upon award and will last for one year with the possibility of renewal for up to four additional one-year periods.

Place of Performance
The services will be performed at the Virginia State Police Driver Training Facility located at 875 Ridge Road, Blackstone VA 23824.

Bidder Requirements
Bidders must be licensed contractors experienced in lead testing, cleaning, removal, and disposal. They must provide an on-site supervisor with a minimum 40-Hour Hazwoper certification. Additionally, bidders are required to attend a mandatory pre-bid conference on May 7, 2025.
