004-FY26 County-Wide Fiber Optic Infrastructure Assessment, Documentation, and Upgrade RFP

Background
Campbell County, Virginia, is seeking qualified professional services firms to conduct a comprehensive assessment, documentation, and upgrade of the County's existing fiber optic infrastructure. The goal is to ensure that the infrastructure meets current and future bandwidth demands as the existing system is aging and requires thorough evaluation and potential replacement.

Work Details
The selected firm will provide the following services:

- Conduct a complete physical assessment of all existing fiber optic cables throughout the County complex.
- Identify and document all inter-building and intra-building fiber connections.
- Test and document the condition, performance, and remaining useful life of all existing fiber infrastructure.
- Identify all fiber types (single-mode, multi-mode).
- Document cable specifications including fiber count, jacket type, and installation method.
- Measure actual cable lengths for all fiber runs.
- Document current transmission speeds and bandwidth capabilities.
- Assess conduit conditions where fiber is installed.
- Evaluate compliance with industry standards (TIA/EIA-568, ISO/IEC standards).

Deliverables include written technical reports summarizing findings, detailed inventories of fiber assets, visual documentation such as site maps and network diagrams, a comprehensive database/inventory system for fiber assets, and future-proofing recommendations for bandwidth needs up to 40 Gbps or higher.

Period of Performance
The contract will be performed over a one-year period from the Notice to Proceed (NTP), with an option to renew annually for up to five years.

Place of Performance
The work will be conducted throughout the Campbell County complex in Rustburg, Virginia.

Bidder Requirements
Offerors must have a minimum of 5 years of experience in fiber optic infrastructure assessment and documentation. They must be licensed and insured to perform work in Virginia. Additionally, they should demonstrate financial stability through references. Key personnel qualifications include a Project Manager with at least 5 years of experience in fiber optics and relevant certifications.
