Utah Fits All Scholarship Program Manager

Background
The Utah State Board of Education (USBE) is issuing this Request for Proposals (RFP) to contract with a qualified Offeror to administer the Utah Fits All Scholarship Program as per Utah Code Annotated § 53F-6 Part 4, amended by Utah House Bill (HB) 455 in the 2025 General Session.

The goal of this contract is to ensure effective management and oversight of the scholarship program, which aims to provide educational opportunities for students with disabilities.

Work Details
The selected Offeror will be responsible for:
- Processing scholarship applications and eligibility determinations.
- Maintaining scholarship account records.
- Coordinating with qualifying providers and the financial administrator.
- Providing customer service to program participants.
- Implementing established program standards and procedures.
- Performing other operational duties as specified in any resulting contract.

The Offeror must also ensure a smooth transition from the current contracted entity, comply with all requirements for administration of the Utah Fits All Scholarship Program, and protect student-level data in accordance with USBE standards.

Period of Performance
The target contract start date is May 16, 2025, and the contract will be for approximately two years, ending around May 15, 2027.

Place of Performance
The services will be performed primarily within the state of Utah.
