Utah Broadband Center Grant Management Consultant

Background
The Utah Broadband Center (UBC) was established on July 1, 2021, and manages the state Broadband Access Grant program utilizing $15M of federal Capital Project Funds to achieve last-mile connectivity for approximately 3,000 households and businesses. The State of Utah is committed to eliminating the digital divide and ensuring that every resident has access to high-speed internet, digital literacy, and the necessary devices for full participation in the digital world.
As part of these efforts, the UBC will administer Utah’s federal BEAD and DEA programs to increase broadband availability and accessibility across the state. The contractor will assist in the implementation and grant management of these two programs, aligning their missions.

Work Details
The purpose of this RFP is to enter into a contract to provide consultation services to develop and implement a comprehensive grants management program to support the administration and execution of the Broadband Equity, Access, and Deployment (BEAD) initiative and the Digital Equity Act (DEA).
The contract resulting from this RFP will be for EIGHT (8) years, with a one, two-year extension. The services required include management advisory services, consulting including project management and industrial management, construction management, quality assurance, information technology software including computer software, professional engineering services including civil engineering, landscape consulting, programming/master planning, architectural & engineering design/consulting, inspection certification services, testing/geotechnical services, hazardous materials service, commissioning services; information technology services including cloud services, data services, rental or leasing services, online database subscription services; data services including internet services, software maintenance, computer hardware maintenance; earth science services including meteorology, cartography, geology; urban development planning.

Period of Performance
The contract resulting from this RFP will be for EIGHT (8) years with a one or two-year extension.
