UDOT Region 3 Carcass Removal Service -

Background
The Utah Department of Transportation (UDOT) is issuing this Invitation for Bid (IFB) to establish a contract for the removal and disposal of animal carcasses (both wild and domestic, large and small) from highway right-of-ways in specified routes as per the Cooperative Agreement between UDOT and the Utah Division of Wildlife Resources (UDWR).

The contract may result in multiple awards for a duration of five years across two sub-areas: Station Area 1 (Utah, Juab, and Wasatch/North Counties) and Station Area 2 (Duchesne, Uintah, Daggett, and Wasatch/South Counties).

Work Details
The contractor will be responsible for the following services:
1. Removal and disposal of animal carcasses from designated state routes.
2. Patrol all contracted routes twice per week with a three-day gap between patrol days.
3. Use of a smartphone equipped with GPS to log carcass locations using the Wildlife Vehicle Collision Reporting Mobile App.
4. Compliance with all local, state, and federal regulations regarding carcass disposal.
5. Submission of monthly invoices that include digital vehicle tracking data, carcass disposal receipts, and verification of carcass log data.

Period of Performance
The contract will be effective for five years from the date of award.

Place of Performance
The services will be performed along specified state routes in Utah, Juab, Wasatch, Duchesne, Uintah, and Daggett Counties.

Bidder Requirements
Bidders must possess a Certificate of Registration issued by the Utah Division of Wildlife Resources prior to commencing work under this contract. Additionally, contractors must comply with insurance requirements including workers’ compensation and general liability coverage.
