Training and Prevention Summit

Background
The Utah State Board of Education (USBE) is seeking proposals from qualified vendors to design and deliver a two-day Prevention and Student Services Summit for Utah educators on September 24 and 25, 2026.
The summit aims to strengthen educator capacity to implement effective multi-tiered systems of support (MTSS) for prevention and behavior, integrating academic and social behavior instruction within a Response to Intervention (RTI) framework.
The goal is to provide high-quality professional learning that bridges research-based practices with real-world implementation in school settings.

Work Details
The selected vendor will plan, prepare, and facilitate a two-day in-person professional learning summit aligned with MTSS and RTI principles.
The summit will include:
- Day One: Focus on Tier 1 Schoolwide Behavior Prevention, covering assessing current practices, designing effective behavior prevention systems, establishing routines that promote student safety and engagement, and emphasizing prevention-focused practices.
- Day Two: Focus on Tier 2 Targeted Behavior Interventions, including using data to identify students needing targeted supports, selecting interventions based on specific needs, implementing interventions with fidelity, and addressing root causes of behavior.
Additionally, the vendor will conduct pre-summit training for USBE staff in June or July 2026 to build internal capacity for supporting LEAs during the summit.
Deliverables include training materials aligned with MTSS and RTI principles, tools for assessment and planning of behavior systems, training evaluations after each session, and any other mutually agreed deliverables.

Period of Performance
The contract period will extend until September 25, 2026.
The pre-training for USBE staff is scheduled for June or July 2026, followed by the summit on September 24-25, 2026.

Place of Performance
The summit will be held in Utah; specific venue details will be secured by USBE.

Bidder Requirements
Vendors must demonstrate expertise in MTSS and RTI frameworks and experience delivering professional learning to K-12 educators.
They must possess developed training materials based on a three-tiered behavior support system using research-informed materials.
Vendors should also have experience supporting implementation in school settings and be able to collaborate closely with USBE to ensure material compliance with Utah laws.
