Standard Solicitation - TRAX Orange Line Implementation and Red Line Realignment Environmental Clearance and Preliminary Engineering - Environmental Document and Preliminary Engineering Services

Background
The Utah Department of Transportation (UDOT) is seeking consultant services for the TRAX Orange Line Implementation and Red Line Realignment project. The goal is to prepare an FTA-compliant NEPA document and conduct preliminary engineering services. This project aims to enhance transit connections and service in Salt Lake City, particularly between key destinations and the west side of downtown.

The project includes the construction of eight proposed stations along approximately three miles of new or realigned track, following a planning study completed by the Utah Transit Authority (UTA) in January 2025.

Work Details
The selected consultant will provide the following services:
1. Environmental Document Preparation: Prepare an Environmental Assessment (EA) including purpose and need statement, alternatives analysis, environmental impacts, and necessary evaluations (e.g., Section 106).
2. Conceptual Engineering: Refine the preferred alternative through workshops, define the environmental footprint, and conduct data collection for planning purposes.
3. Preliminary Engineering: Advance project design for all new track and stations, including geotechnical investigations, traffic analysis, utility investigations, operational analysis, and preparation of a Basis of Design report.

Period of Performance
The contract will commence upon selection with specific timelines outlined for proposal submission and project milestones leading to completion of the environmental document and preliminary engineering tasks.

Place of Performance
The work will be performed in Region Two of Utah, specifically focusing on areas around Salt Lake City including connections to Salt Lake City International Airport and Research Park.

Bidder Requirements
Consultants must comply with federal regulations regarding debarment certification as per 2 CFR Part 180. They must also demonstrate compliance with health coverage requirements for contracts exceeding $2 million for prime consultants or $1 million for sub-consultants.

Additionally, consultants are encouraged to pursue subcontracting opportunities with Disadvantaged Business Enterprises (DBEs), although no specific DBE participation goal has been set.
