SLCo RFI - YS081525 Youth Services Program Evaluation Data Analysis Sole Source

Salt Lake County is seeking analysis and evaluation services (including outcome and fidelity analysis) for its Youth Services programs for the 2025-2026 program year (summer to summer), with options to renew the contract for up to five additional years. The work involves conducting comprehensive program evaluation data analysis to support the Youth Services Division's ongoing program assessment and improvement efforts. The estimated cost for these services is $150 per hour, totaling $17,000 to $20,000 annually, for a potential contract term of up to six years. All materials and deliverables will be provided to Salt Lake County as part of this engagement. This request is being made by the Salt Lake County Division of Contracts and Procurement on behalf of the Youth Services Division. The background for this contract is that the Division of Contracts and Procurement has received a request to purchase these services from a sole source vendor, Bach Harrison. Sole source procurement is justified when goods or services are only available from a single vendor, when standardization or compatibility is the most important consideration, when transitional costs are unreasonable or cost prohibitive, or if it otherwise qualifies under County Ordinance 3.20.030. In this case, the County seeks to enter into a sole source/standardization agreement with Bach Harrison for the specified program evaluation services. Contract requirements include providing analysis and evaluation (outcome and fidelity) for indicated Youth Services programs, with all materials and deliverables submitted to Salt Lake County. The proposed provider is Bach Harrison.
