SLCo HEA129029 Strategic Planning and Workforce Development Planning Consultant - RFP

Background
Salt Lake County, on behalf of the Salt Lake County Health Department (SLCoHD), is seeking a consultant to develop an updated strategic plan and workforce development plan. This initiative aims to shape the Department’s strategic direction and enhance its work with communities and staff over the next five years. The SLCoHD's mission is to promote and protect community and environmental health, ensuring that all residents have access to necessary health services.

Work Details
The consultant will be responsible for creating a comprehensive five-year strategic plan that includes a workforce development plan. Key deliverables include:

1) A single overall strategic and workforce development plan organized by divisions;
2) Exploration of balancing innovation within existing program requirements;
3) A concise document not exceeding 15 pages, excluding cover page and table of contents;
4) Review of current strategic plans, community health assessments, organizational charts, mission statements, goals, and service delivery methods;
5) Consultation with SLCoHD programs through surveys or interviews;
6) Engagement with external stakeholders for community responsiveness;
7) Presentation of findings to SLCoHD management prior to finalization;
8) Finalized plans including performance measures and timelines.

Period of Performance
The project is anticipated to commence in April 2026 and should be completed within six months, although alternative timelines may be considered.

Place of Performance
The contract will be performed in Salt Lake County, Utah.

Bidder Requirements
Proposers must demonstrate experience working with local government agencies and in public health strategic planning. They must also comply with insurance requirements including workers’ compensation, general liability, commercial automobile liability, and errors and omissions insurance.
