Salt Lake City Request for Proposals SLCI26086 Investment Adviser Services

Background
Salt Lake City Corporation is seeking competitive sealed proposals from qualified offerors to provide investment adviser services for the Treasurer’s Office, Department of Public Utilities, and Department of Airports. The goal of this solicitation is to select an offeror or offerors to enter into a contract with the City to perform the scope of work outlined in Attachment 2. The contract is anticipated to be awarded based on the highest score justified by the procurement code.

Work Details
The awarded Offeror will act as the investment adviser for designated assets and will be responsible for researching and recommending investments that comply with the Utah State Money Management Act. Key responsibilities include: conducting investment transactions on behalf of the City Treasurer, providing monthly electronic reports detailing transactions and investments, ensuring compliance with investment objectives prioritizing legality, safety of principal, liquidity needs, maximum yield, and maturity of investments.

The Offeror must also assist in designing a customized investment management program and provide technical market research.

Period of Performance
The contract will be for a term of five (5) years from the commencement date.

Place of Performance
Services will be performed in Salt Lake City, Utah.

Bidder Requirements
Offerors must be certified by the Securities Division of Utah Department of Commerce and listed on the Utah Money Management Council’s current Certified Investment Adviser list. They must provide a copy of their SEC Form ADV, Part II upon award. Additionally, Offerors are required to maintain specific insurance coverage including general liability, professional liability, and fidelity bond coverage proportional to the size of the portfolio managed.
