Work Details
The selected consultant will perform the following tasks:
1. **Demographic and Community Needs Analysis**: Analyze current demographic conditions for older adults in Summit County, develop population projections, identify trends affecting service demand, and compare demographics with peer communities. Deliverable: A memorandum with findings suitable for public presentation.
2. **Inventory and Evaluation of Existing Services and Facilities**: Document current services at senior centers, evaluate operational differences, assess facility conditions, and review coordination with other entities. Deliverable: A systemwide service inventory with center-specific profiles.
3. **Gap Analysis and Service Optimization**: Identify gaps between current services and projected needs, assess equity of access across regions, identify opportunities for service expansion or modification, and evaluate alternative service delivery models. Deliverable: A gap analysis report.
4. **Strategic Plan Development**: Facilitate stakeholder engagement to develop a strategic plan with clear goals and measurable outcomes, including phased implementation strategies. Deliverable: Draft and final Strategic Plan document suitable for adoption by the County Council.
5. **Continuing Care Retirement Community (CCRC) Feasibility Study**: Assess the feasibility of developing a CCRC in Summit County by evaluating market demand and potential development models. Deliverable: A feasibility study with recommendations.
