RFP - Pharmacy Benefit Management Services for SLC School District

Background
The Salt Lake City School District (SLCSD) is seeking competitive sealed proposals from qualified vendors to provide Pharmacy Benefit Manager (PBM) services. The district serves approximately 18,500 students across 23 elementary schools, five middle schools, and four high schools, employing around 3,500 staff members.

This RFP aims to enhance the management of prescription drug benefits for its employees and their dependents.

Work Details
The selected PBM will be responsible for comprehensive prescription drug benefit administration and clinical management services, including:
- Network Administration: Establishing and managing pharmacy networks.
- Claims Processing & Adjudication: Real-time claims adjudication and fraud monitoring.
- Formulary & Utilization Management: Developing formularies and implementing utilization controls.
- Clinical Programs: Providing clinical interventions.
- Specialty & High-Cost Drug Management: Managing specialty pharmacy services and outcomes reporting.
- Rebates & Financial Management: Negotiating manufacturer rebates and ensuring transparency.
- Member & Provider Services: Offering a pharmacy help desk and communications regarding formulary changes.
- Reporting & Analytics: Providing standard reporting and supporting performance guarantees.
- Implementation & Ongoing Account Management: Managing project implementation and ongoing account support.
- Compliance & Data Security: Ensuring HIPAA compliance and data security controls.

Period of Performance
The contract will last approximately five and a half years, with an intended expiration date of August 30, 2031. Pricing must be guaranteed for the initial one-year benefits cycle, with potential extensions subject to negotiation.

Place of Performance
Services will be performed within the Salt Lake City School District in Utah.

Bidder Requirements
Vendors must submit a detailed narrative demonstrating compliance with mandatory minimum requirements outlined in Attachment C. They must also provide a Claim of Business Confidentiality if applicable. Vendors are required to submit technical proposals through Bonfire/U3P and price proposals separately through the RingmasterRx system.
