Background
The City of Moab, located in Utah, is a community with over 5,000 residents that serves a regional area of approximately 10,000. It is home to several national parks and attracts over 3 million visitors annually. Lions Park serves as a gateway to these natural wonders and is a heavily utilized recreation hub. The City has received a grant from the State of Utah's Division of Outdoor Recreation to conduct a feasibility study for improving river access at Lions Park. This study aims to enhance recreational opportunities while preserving ecological integrity.

Work Details
The consultant will conduct a feasibility study focusing on improving and sustaining river access at Lions Park. Key tasks include:
- Assessing existing conditions and site analysis
- Evaluating environmental review requirements including NEPA
- Facilitating stakeholder and community engagement
- Developing concept designs for river access improvements such as non-motorized boat ramps and ADA-accessible pathways
- Preparing planning-level cost estimates along with an implementation strategy

The study will also involve removing invasive plants and restoring native vegetation.

The project is expected to be completed by April 30, 2027, with specific milestones for deliverables outlined in the project management plan.
