The State's current 10-year agreement for Merchant Credit Card Acceptance and Electronic Funds Transfer (EFT) Services is set to expire within the next year. Given the significant evolution in the payments landscape over the past decade, the State is issuing this Request for Information (RFI) to gather industry insights prior to developing a formal Scope of Work (SOW) for an upcoming Request for Proposal (RFP).
The purpose of this RFI is to obtain feedback on current industry standards, best practices, and emerging trends. It aims to identify modern capabilities and technologies for inclusion in the SOW and understand vendor perspectives on service delivery models and contracting approaches.

1. Contract Structure & Service Model - Feedback on exclusive vs. non-exclusive processing models, pricing incentives, volume discounts, single award vs. multi-award RFP considerations.
2. Value Added Services & Vendor Management - Recommendations on equipment and services to include or exclude, managing authorized resellers/suppliers, ensuring uniform Service Level Agreement (SLA) and Payment Card Industry Data Security Standard (PCI DSS) compliance.
3. Payment Capabilities & Trends - Insights into industry trends since 2017, recurring and ad hoc payments, digital wallets support, and roadmaps for emerging methods like FedNow or Pay-by-Bank payments.
4. Systems, Integration & Technology - Gateway options, integration capabilities with hardware POS devices versus third-party processors, ERP integration requirements.
5. Reporting & Portals - Portal capabilities including multi-tenant access and oversight features.
6. Compliance & Security - Confirmation of compliance with PCI DSS 4.0 and processes for providing SOC reports annually.
7. Privacy Protection - Feedback on Privacy-Enhancing Technologies (PETs), sovereign data standards for government entities, data minimization strategies.
