Provo Airport - North Charlie Taxiway Hangar Development

Background
The Provo Police Department is seeking proposals for the purchase of 80 in-car camera (ICC) systems and 80 body worn camera (BWC) systems, including associated networking and video management systems. The department currently lacks ICC systems and is under contract with a BWC provider until June 2027. This initiative aims to enhance the department's capabilities by integrating ICC and BWC functionalities, ensuring compliance with security standards.

Work Details
The contract includes the following specifications for both BWC and ICC systems:
- Provide three client references, including two government clients from the last five years.
- Onsite demonstration may be required to verify compliance with specifications.
- Systems must be secured, hardened against tampering, encrypted, and compliant with CJIS standards.
- Must include documented supply chain protections and assurance of NDAA compliance.
- Describe cyber security standards applicable to products.
- Detail durability, water resistance, temperature sensitivity, and impact resistance of cameras.
- Capability to remotely activate cameras during critical events and geolocation features.
- Integration with Flock OS for monitoring video feeds in real-time crime center.
- Administrative controls to prevent improper access or deletion of video content.
- Tools for video auditing, transcribing, redacting, and police report writing must be included in pricing.
- Systems should allow correlation of recordings to case numbers using real-time CAD data tagging.
- Pre-event buffering capability for video recordings must be described.
- Software updates delivery process must include security testing practices.
- Disclosure of all third-party providers involved in data management is required.

For BWC Specifications:
- Delivery and configuration of BWCs for officer uniforms including installation of docking equipment.

For ICC Specifications:
- Installation of ICC systems in police vehicles as per installation manual without impeding vehicle functions. Includes two cameras: one front-facing road view camera and one prisoner compartment camera.

For Digital Evidence Management System:
- Must meet or exceed CJIS Security Policy version 6.0. Immutable audit logging for all access to video content is required.

Period of Performance
The installation is expected to be completed within six months following the contract award.

Bidder Requirements
Vendors must maintain cybersecurity insurance coverage that includes data breaches and forensic investigations. Multi-Factor Authentication (MFA) is required for all vendor administrative access. Vendors are also required to provide proof of registration in a federally approved immigration status verification system.
