Background
The State of Utah, Department of Commerce is responsible for licensing a wide range of professions, including healthcare, construction, and cosmetology. The current professional licensing and registration system manages the administrative lifecycle for tens of thousands of licenses, including issuance, renewals, and status updates.

The goal of this RFI is to gather information from qualified vendors regarding potential solutions to modernize and enhance the existing platform to improve efficiency and compliance with legislative changes.

Work Details
The ideal platform should support core business needs across various divisions such as Consumer Protection and Professional Licensing. Key functionalities include:
1) Comprehensive licensing processes ensuring standardized workflows from application submission to license issuance;
2) A secure public-facing e-commerce portal for managing accounts and processing fees;
3) Robust payment processing capabilities integrated with the state’s VANTAGE system;
4) Data-sharing capabilities for collaboration with authorized vendors;
5) Support for approximately 215 active license types and ~430,000 active licensees;
6) Online forms for applications, renewals, and modifications;
7) Document template management;
8) Real-time integrations with payment processors and data exchange systems;
9) A strategy for legacy data conversion from Oracle databases without data loss;
10) Reporting capabilities for standard and custom reports;
11) Utilization of AI-driven solutions for operational improvements;
12) Configuration tools for rapid development without extensive coding.

Period of Performance
The RFI was issued on May 18, 2026, with responses due by June 16, 2026. Specific timelines for implementation will be discussed during vendor demonstrations.

Place of Performance
The services will be performed at the Taylorsville State Office Building located at 4315 S 2700 W Taylorsville, UT.

Bidder Requirements
Vendors must be the primary developer or lead implementer of the proposed solution. Responses should be based on either an existing product with proven implementation history in similar regulatory environments or a detailed presentation of a custom development framework. Vendors must demonstrate a successful track record in delivering solutions for clients of similar scale or complexity.
