Description

The Issuing Office for the Bidding Documents is: Jones and Associates & Pleasant View City, Pleasant View City will make the Request for Proposals (RFP) available to any interested parties from the City's website, www.pleasantviewut.gov and www.jonescivil.com. Questions: All questions should be submitted to Dana Shuler at dana@jonescivil.com by October 14, 2025 at 12:00 p.m. Submission: Closing Date for Receipt of Proposals: October 20, 2025 at 12:00 p.m. Proposals should be submitted to both Andrea Steiniger at asteiniger@pleasantviewut.gov and Dana Shuler at dana@jonescivil.com. Please note that there is a 1GB limit on a single file upload. This courtesy posting is an advertisement of a procurement opportunity for Pleasant View City, not the Division of Purchasing. Background
Pleasant View City has been awarded funding from the Weber Area Council of Governments (WACOG) for the planning and property acquisition necessary for the Skyline Drive Rail Crossing project. The City aims to analyze existing constraints and identify a location for a future railroad crossing. Additionally, the project will prepare an alignment for Skyline Drive from US 89 to the west side of the Union Pacific Railroad right-of-way. This initiative is part of the broader Transportation Master Plan (TMP) study, which identified several constraints affecting roadway design.

Work Details
The consultant will be responsible for analyzing existing constraints and identifying the location for a future railroad crossing. Specific tasks include:
- Reviewing the Transportation Master Plan
- Confirming stacking requirements
- Reviewing available topography and existing major utility infrastructure
- Identifying features that govern intersection location
- Performing topographic surveys as needed
- Analyzing existing conditions and constraints
- Recommending a railroad crossing location
- Designing a horizontal road layout from US 89 through the railroad crossing
- Coordinating with the city engineer
- Meeting with city officials at least three times.

Deliverables include drawings of existing conditions, plans showing road layout (preliminary design), CAD files, a summary of design parameters, and a technical memo summarizing findings and recommendations.

Period of Performance
The contract is expected to commence upon award notification on approximately October 30, 2025. The Notice to Proceed is anticipated on December 1, 2025.

Place of Performance
The work will be performed in Pleasant View City, Utah, specifically along Skyline Drive from US 89 to the west side of Union Pacific Railroad right-of-way.

Bidder Requirements
Consultants must have extensive experience with railroad siting and design of roadway/rail crossings and UDOT highway intersections. They should be knowledgeable about Federal Railroad Administration requirements and have at least five years of experience working with public entities in Utah. Insurance requirements include:
- Workers’ compensation insurance as required by Utah law
- Commercial general liability insurance ($500,000 per occurrence)
- Professional liability insurance ($1 million per occurrence)
- Commercial automobile liability insurance ($100,000 per person).
