MW26-3 Electronic Health Record (EHR) software system for Correctional facilities (medical records software)

Background
The State of Utah Division of Purchasing is issuing this Request for Proposals (RFP) to procure an Electronic Health Record (EHR) software system for use in various governmental and public entity settings, including correctional facilities and county jails.
The goal is to enhance healthcare delivery and patient outcomes through a unified EHR system that can also facilitate Medicaid billing. This initiative is partly driven by legislative requirements, specifically Utah HB39, which focuses on the study of electronic health record systems.

Work Details
The contractor will provide an EHR software system that meets the following requirements:
1. Must have been in active use for at least two years by a governmental entity or major medical organization in the U.S.
2. Must include core functionalities such as patient registration, scheduling, clinical documentation, and medication management.
3. Must be capable of billing Medicaid.
4. The software solution should offer essential features outlined in the RFP, including security compliance and customer support.
5. Eligible Users may choose whether to utilize the EHR system provided under this contract.

Period of Performance
The contract will be valid for up to 10 years, with pricing guaranteed for one year.

Place of Performance
The services will be performed within the State of Utah, specifically at correctional facilities and county jails.

Bidder Requirements
Bidders must comply with specific insurance requirements including workers’ compensation and commercial general liability insurance.
They must not be debarred from participation in government contracts and must provide proof of registration in the Status Verification System for employment eligibility verification.
