JH26-13 Price Tunnels 2025 Project - Request for Statement of Qualifications (RFSQ)

Background
The State of Utah Division of Oil, Gas and Mining is seeking qualified professional engineering services for the Abandoned Mine Reclamation Program. The goal of this contract is to evaluate an abandoned mine project area, assess associated public safety and environmental hazards, and develop reclamation designs to mitigate those hazards.

This project specifically addresses the Price Tunnels Project located in Salt Lake County, Utah, which involves two collapsed mine adits discharging uncontrolled water. The work is funded through the U.S. Office of Surface Mining and the State of Utah.

Work Details
The VENDOR will conduct a comprehensive evaluation that includes:

1) Literature Review - Conducting thorough research on abandoned mines within the project area using various geological and mining databases.

2) Field Investigation - Performing a two-phase investigation to characterize hydrology and assess subsurface conditions related to mine-impacted water. Phase I involves non-disturbing inspections, while Phase II may require drilling or excavation.

3) Cultural/Historic Survey - Conducting an inventory of cultural resources in compliance with NHPA Section 106.

4) Engineering Design - Developing stabilization plans for adits and water control features, including bulkheads, with detailed specifications for construction.

5) Bid-Ready Construction Specifications - Preparing a comprehensive bid package that includes technical specifications, site-specific requirements, and construction drawings.

6) Construction Oversight - Providing onsite engineering support during construction to ensure compliance with design specifications and safety regulations.

Period of Performance
The contract will be executed over a standard period of five years with all deliverables due by December 31, 2027.

Place of Performance
The work will be performed in Salt Lake County, Utah, specifically at the Price Tunnels Project site accessed via Forest Road 019.

Bidder Requirements
VENDORS must have a professional engineer (PE) registered in Utah with expertise in civil or mining engineering overseeing all work. Additionally, personnel conducting cultural/historic surveys must meet Secretary of the Interior’s qualifications and possess necessary permits for archaeological inventory work.
