Background
The Intermountain Power Agency (IPA) is an interlocal entity with 23 municipal members in Utah, owning the Intermountain Power Project (IPP) near Delta, Utah. This Request for Information (RFI) seeks input on commercial and technical arrangements for returning one or both IPP Coal Units to active service after their layup. - Coal Combustion Residuals: Handling plans compliant with EPA regulations.
- Fuel Supply: Procurement strategies for coal supplies.
- Water Supply: Utilization plans for water resources.

Responses to this RFI are due by November 17, 2025. The Coal Project Layup is scheduled for the fourth quarter of 2025.
