Description

Background
The Intermountain Power Agency (IPA) is an interlocal entity with 23 municipal members in Utah, owning the Intermountain Power Project (IPP) near Delta, Utah. The project includes two coal-fired electrical generating units with a capacity of approximately 900 MW each. Since 2015, IPA has been working on replacing these Coal Units with new combined-cycle combustion turbines powered by natural gas and hydrogen, scheduled for completion in late 2025. Following this transition, the Coal Units will be deactivated and placed into long-term maintenance status as per IPA's layup plan.

The State of Utah's energy policy emphasizes reliable energy resources, leading to the establishment of the Utah Energy Council (UEC) under House Bill 70 to manage the decommissioned assets and ensure they can be reactivated to meet future energy demands.
