IFB - SGES Guided Horizontal Directional Drill (HDD) Under I-15 @ 400 East

Background
The City of St. George is seeking qualified contractors to perform a guided horizontal directional drill (HDD) beneath Interstate 15 (I-15) at the 400 East crossing. The objective is to install underground power conduits that will replace existing overhead distribution facilities that need to be removed. The project aims to ensure compliance with the elevations and offsets specified in the stamped plans, with no deviations allowed without prior written approval from the City.

Work Details
The contractor will be responsible for the following tasks:

1. **Guided Horizontal Directional Drill (HDD)**: Installation of seven (7) 3-inch HDPE conduits (3.5-inch O.D.) as per stamped plans dated March 2026.

2. **Excavation and Backfill**: All excavation and backfill work required for bore and receiving pits must restore surrounding areas to pre-installation conditions.

3. **Traffic Control**: Provide traffic control measures acceptable to UDOT and the City during construction, including shoulder closures but not road closures.

4. **Potholing**: Conduct potholing/test holes as necessary to locate existing utilities and verify bore pit extents.

5. **Environmental Compliance**: Implement stormwater pollution prevention measures using best management practices throughout the project, including dust control and proper disposal of drill fluid and grout.

6. **Materials**: Provide all materials, labor, and equipment necessary for completion of work, including flowable fill conforming to UDOT specifications.

Period of Performance
All work must be completed within 30 calendar days from the issuance of the Notice to Proceed.

Place of Performance
The contract will be performed beneath Interstate 15 at the 400 East crossing in St. George, Utah.

Bidder Requirements
Bidders must provide a bid bond of 5% of their bid amount issued by a surety company licensed in Utah, along with a performance bond covering 100% of labor and materials for this project.
