Background
Housing Connect, the Housing Authority of the County of Salt Lake City, is seeking proposals from independent contractors and professional firms to provide legal services. The goal is to establish a long-term relationship with a firm that understands Housing Connect's mission to serve the residents of Salt Lake County. This RFP aims to solicit qualified proposers for legal services related to various programs funded from multiple sources.
Work Details
The scope of work includes but is not limited to:
1. General Counsel and Legal Consultations: Provide legal guidance on HC operations, review or draft contracts, conduct risk assessments for development projects, advise on insurance requirements, and research federal and state laws affecting HC.
2. GRAMA-Related Services: Advise on GRAMA requests and represent HC in appeals.
3. Fair Housing Services: Counsel on Fair Housing Act issues, review policies for compliance, and represent HC in related proceedings.
4. Reasonable Accommodation & Grievance Hearing Support: Advise on accommodation requests and represent HC in grievance hearings.
5. Real Estate Development Services: Assist with HUD evidentiary requirements, negotiate real estate documents, and provide legal services for real estate transactions.
6. Human Resources Related Matters: Advise on employment laws, conduct workplace investigations, manage reasonable accommodations, and represent HC in administrative proceedings.
Period of Performance
The contract will be effective for one year with four one-year renewal options, totaling five years.
Place of Performance
Services will be performed at various locations as required by Housing Connect within Salt Lake County.
Bidder Requirements
Proposers must be licensed attorneys or law firms with experience in providing legal services as outlined in the RFP. They must comply with all applicable local, state, and federal laws. Proposers are required to submit proof of insurance covering general liability and professional liability as specified.
