Description

Background
High Valley Transit District (HVT) is soliciting Statements of Qualifications (SOQs) from qualified consulting firms to provide professional design services for the new Kimball Junction Transit Center. HVT provides free, high-capacity public transportation services in Summit County, Utah, and is advancing major capital projects to expand transit capacity and reduce roadway congestion. The existing Kimball Junction Transit Center will be demolished and reconstructed to serve as a primary hub for local and regional bus services, microtransit, commuter parking, and active transportation connections.

Work Details
The selected Consultant will lead the full design effort for the Transit Center, which includes:

- Developing Schematic Design Plans, Design Development Plans, and Final Plans.
- Conducting site programming for external and internal components.
- Providing architectural, civil, structural, mechanical, electrical, landscaping designs.
- Preparing complete construction documents.
- Ensuring all deliverables are coordinated with the broader development plan.
- Supporting preconstruction pricing and constructability reviews.
- Collaborating with stakeholders including Summit County and Park City Junction LLC (PCJ).
- Ensuring compliance with the Public-Private Partnership (P3) Agreement.

The design must enhance passenger experience with safe circulation and support seamless transit connectivity.

Period of Performance
The design effort is expected to begin immediately upon issuance of the Notice to Proceed (NTP) and follow a sequence of milestones:

- Concept Site Layout and Schematic Design Plans within approximately 12 weeks after NTP.
- Design Development Plans approximately 8-10 weeks after Schematic Plans approval.
- Final Plans approximately 8-10 weeks after Design Development review.

Place of Performance
The contract will be performed in Park City, Utah at the site of the new Kimball Junction Transit Center.

Bidder Requirements
Consultants must comply with FTA Clauses and Provisions for Architecture and Engineering (A&E). They must also acknowledge compliance by signing the acceptance page found in Appendix B. No pricing or cost information shall be submitted during the evaluation process as this is a Qualifications-Based Selection (QBS).
