Grantsville WWTP - Contractor Prequalification

Background
The City of Grantsville is seeking Statements of Qualifications for the construction of the Grantsville Wastewater Treatment Plant (WWTP). The goal is to prequalify contractors who will be eligible to bid on this project. This process is mandatory for General Contractors, Electrical Contractors, and System Integrators, ensuring that only qualified bidders are considered for the contract. The project aims to upgrade and enhance the wastewater treatment capabilities of the city.

Work Details
The scope of work includes:

1. Upsizing and rerouting existing pressure raw sewage piping for connection to the new plant while ensuring continued operation of existing wastewater lagoons during construction.

2. Upgrading the existing south lift station with new submersible pumps and installing new piping to connect it to the new headworks building.

3. Constructing a new headworks building with influent screens and associated components.

4. Constructing grit chambers with vortex grit separation mechanisms and grit transfer pumps.

5. Building nutrient removal and aeration basins with associated equipment including eductor mixers and fine bubble diffusers.

6. Constructing a blower building that includes a main electrical room and operator control room.

7. Building two secondary clarifiers with installation mechanisms.

8. Constructing a clarifier scum lift station with scum pumps and associated vaults, piping, and valving.

9. Building a UV disinfection facility with necessary equipment like UV disinfection banks and effluent weir.

10. Constructing a solids handling and dewatering building equipped with fan press equipment, polymer mixing/injection skids, solids conveyors, and dumpster systems for sludge management.

11. Installing site storm drains and associated piping throughout the site.

12. Constructing a drain pump station with all necessary components including pumps and vaults.

13. Building a solids holding tank equipped with coarse bubble diffusers and blowers, along with all necessary site piping for operational functionality.

Period of Performance
The prequalification submissions are due by November 4, 2025, followed by bid openings in December 2025, leading to an award or notice to proceed in December 2025 or January 2026.

Place of Performance
The work will be performed at the Grantsville Wastewater Treatment Plant located in Grantsville City.

Bidder Requirements
Contractors must be prequalified by submitting a complete Qualification Statement that demonstrates experience in similar projects over the past ten years. They must also show bonding capacity for projects valued at $50 million or more (or $12 million for electrical contractors), compliance with minimum insurance requirements as specified in Appendix C, and designation of qualified personnel including a dedicated Superintendent with significant experience in cold weather construction.
