Background
The City of Green River, Utah is seeking Statements of Qualifications (SOQs) from qualified planning and community-development consulting firms to prepare a Main Street Vision and Recommendations Plan. 4. Conceptual Recommendations: Develop non-engineered recommendations for traffic calming measures, pedestrian enhancements, streetscape features, road rehabilitation strategies, and utility modernization approaches.
5. Implementation Framework: Identify project phasing, cost ranges for recommendations, and potential funding sources for future improvements.
6. Final Report: Prepare a Draft Main Street Vision Report incorporating feedback from the City and community before presenting the Final Report at a City Council meeting.
Period of Performance
The contract period will commence upon execution on June 3, 2026, with all deliverables due by June 30, 2026. A presentation of the final report is scheduled for July 14, 2026.

Bidders must have at least five years of professional experience in community planning or related fields and have completed two similar projects within the last seven years.
