Description

The Salt Lake City Public Library (SLCPL) seeks a consultant to develop a comprehensive strategic plan. This plan should provide goals, measurable objectives, and practical strategies to guide SLCPL staff for the next 4-8 years. The plan should be informed by a community-centered, asset-based approach and capture the evolving needs of our city and its neighborhoods, including those that have emerged since the COVID-19 pandemic. The plan may also involve reviewing the library's existing mission statement and adding a vision statement, and could make recommendations on necessary investments, organizational structures, and supports to best achieve identified goals. SLCPL's next strategic plan should build on the community's existing aspirations and pave the path for the Library to provide the right mix of services, resources, and community connections they need to bring these aspirations to life. SLCPL's Strategic Plan should be sustainable and achievable within the time period set. The final product will include a public document which shares our goals and priorities with our wider community and positions SLCPL as a continued leader of the evolving, innovative role of urban public libraries as well as relevant supporting documents, frameworks, or other recommendations necessary to ensure the successful implementation of the plan.
Background
The Salt Lake City Public Library (SLCPL) is Utah's oldest public library system, established in 1898. It serves a population of approximately 210,000 residents and is recognized as a regional cultural and educational hub. The library aims to develop a comprehensive strategic plan to guide its operations for the next 4-8 years, focusing on community needs that have evolved since the COVID-19 pandemic.

The strategic plan will build on existing community aspirations and position SLCPL as a leader in urban public library services.

Work Details
The consultant will be responsible for developing a strategic planning process that includes:
1) Engaging internal and external stakeholders;
2) Aligning the library's strategy with community needs;
3) Creating a strategic plan with updated mission, vision, values, and measurable objectives;
4) Evaluating existing services based on new priorities;
5) Providing recommendations for staff and resources needed to implement the plan.

Deliverables include an initial project plan, community demographic analysis, engagement plans for diverse populations, a draft strategic direction with measurable goals, and a final report summarizing the strategic direction.

Period of Performance
The contract will commence on September 1, 2025, and will remain in effect until all work has been completed as per the approved project schedule.

Place of Performance
The services will be performed at various locations within Salt Lake City, Utah.

Bidder Requirements
Bidders must demonstrate experience in urban library systems or community-based work. They should provide qualifications of key personnel involved in the project and must possess all necessary licenses and certificates required for performance.

Insurance requirements include general liability insurance with specific coverage limits, worker’s compensation insurance, professional liability insurance, and cyber risk insurance.
