First Step House- REACH Facility Interior and Exterior Renovation Services RA26-130

Background
First Step House is a nonprofit organization dedicated to serving the community by providing comprehensive and client-centered services aimed at helping individuals build productive and healthy lives.

The REACH Facility Renovation project, funded through the Community Development Block Grant (CDBG) for Program Year 2025, aims to enhance the aesthetics and accessibility of the facility located at 950 E 3300 S, Millcreek, UT. The primary goal is to ensure that the space is accessible, safe, and usable for all community members, including those with disabilities and mobility limitations.

Work Details
The selected contractor will be responsible for providing all labor, materials, equipment, permits, and supervision necessary to complete the following tasks:

1. **Rain Gutter Replacement**:
- Remove and dispose of existing rain gutters and downspouts.
- Install new seamless aluminum gutters or equivalent material with proper sizing and pitch for drainage.
- Install gutter guards on all gutters.
- Install new downspouts, elbows, and splash blocks or extensions as needed.
- Ensure proper sealing and flashing at roof junctions.
- Clean up and remove all debris.

2. **Flooring Replacement**:
- Remove existing flooring materials on the main level (including underlayment where applicable).
- Prepare subfloors as needed (leveling, repairs, moisture barriers).
- Install new flooring throughout the main floor according to specifications in Appendix A (Vinyl Composition Tile or Heat Welded Vinyl). Rooms highlighted in red will retain existing flooring; yellow-highlighted rooms will require Heat Welded Vinyl; others will receive Vinyl Composition Tile sourced from AHF/Armstrong.

3. **Interior Painting**:
- Prepare all interior surfaces (walls, ceilings, trim) by cleaning, patching, sanding, and priming as required.
- Apply two coats of high-quality Sherwin-Williams interior paint (color to be agreed upon at pre-bid meeting). Paint all accessible surfaces on both main and basement levels excluding ceilings with acoustic tiles.

4. **Front Sidewalk Replacement**:
- Remove existing front sidewalk as indicated in provided images.
- Excavate and prepare base as needed (compaction, gravel base).
- Pour new concrete sidewalk matching existing dimensions with minimum 4-inch thickness.

5. **General Requirements**: All demolition materials must be removed by the contractor; permit fees must be included in bids; coordination with local authorities for inspections is required.

Period of Performance
The work shall be fully completed within 60 consecutive calendar days after receipt of the Notice to Proceed from the Owner.

Place of Performance
The contract work will be performed at 950 E 3300 S, Millcreek, UT 84106.

Bidder Requirements
Contractors must be properly licensed in good standing with the State of Utah and have relevant experience performing similar work. All contractors must have a Unique Entity Identifier (UEI) registered in SAM.gov along with full SAM.gov registration. A Bid Bond, Performance Bond, and Payment Bond are required for this project. Contractors must carry insurance including $1 million Commercial General Liability; $1 million Personal Injury; $2 million General Aggregate; $500,000 Automobile Liability; $500,000 Workers' Compensation.
