Enterprise Asset Management System (EAMS) and Permitting, Licensing, and Case Management System (PLCMS)

Background
West Valley City, Utah, is seeking qualified providers to replace its current Enterprise Asset Management System (EAMS) and Permitting, Licensing, and Case Management System (PLCMS).
The goal of this contract is to enhance operational efficiency and support public-facing online business interactions such as applications and payments.
The City aims to select proposals that best meet its operational objectives and offer competitive value.

Work Details
The selected vendor will provide an integrated solution for EAMS and PLCMS, which includes:
1. A public-facing component for online business interactions.
2. Comprehensive asset management capabilities including tracking, inspections, work orders, and maintenance management.
3. Permit configuration with unlimited types, tracking unique record IDs, managing recurring licenses, and integrating GIS data.
4. Workflow automation for permits and licenses with notifications for staff and applicants.
5. Mobile capabilities for field inspections and access to records.
6. Reporting tools for analytics on asset conditions, work orders, service requests, and compliance metrics.

Period of Performance
The anticipated timeline includes proposal submissions by April 12, 2026; contract negotiations from May to June 2026; a city council award in July 2026; with an expected start of implementation in August 2026 and full implementation by August 2027.

Place of Performance
The contract will be performed in West Valley City, Utah.

Bidder Requirements
Proposers must comply with the completion of the Technical Requirements Worksheet as part of their submission.
They are also required to maintain Commercial General Liability insurance with specified limits and provide evidence of coverage prior to the commencement of the contract.
