Background
The State of Utah Division of Facilities Construction and Management (DFCM) is seeking proposals for Progressive Design-Build Services, specifically for the selection of a General Contractor for the Trades and Technology Building at Dixie Technical College in St. George, Utah.

This project aims to create a collaborative design-build process that maximizes value and minimizes costs through a phased procurement approach. The selected contractor will play a key role in the design team selection process.

Work Details
The project involves constructing a 91,700 square foot building that includes:
- 22,250 NSF for apprenticeships
- 22,255 NSF for diesel technology/heavy equipment
- 12,240 NSF for welding (with 50 welding booths)
- 12,127 NSF for computer technology
- 22,828 NSF for building/program support.

The contractor will be responsible for preconstruction phase services including leading design meetings, cost estimation, schedule development, and constructability reviews. During the construction phase, the contractor will furnish and install all work as required by the contract documents. The estimated project cost is $46,700,000.

Period of Performance
The target substantial completion date for the project is February 29, 2028.

Bidder Requirements
Contractors must be licensed general contractors in Utah and are required to submit a bid bond of 5% of the Fixed Contract Price Limit with their proposal. They must also provide performance and payment bonds upon contract award. Additionally, contractors must comply with DFCM's requirements regarding subcontractor listings and may be subject to debarment if found non-compliant.
