The purpose of this RFP is to solicit competitive sealed proposals from qualified engineering firms for the design and consultation services needed for the construction of the Central 138 kV Substation located south of 153 West 4800 South, Murray, Utah.
Work Details
The selected engineering firm will provide full engineering design and consultation services for the Central 138 kV Substation. This includes:
- Conceptual and detailed civil and electrical design
- Equipment and construction specifications
- Construction assistance and optional testing and commissioning
- Record drawings, documentation, and training.
Specific tasks include:
1. Project Kick-off and Preliminary Design (35 hours)
2. Detailed Substation Civil Engineering (150 hours)
- Create general arrangement and site plan
- Provide specifications for site survey and geotechnical report
- Perform detailed steel design including various supports
3. Detailed Substation Electrical Design Engineering (100 hours)
- Create one-line diagrams, three-line diagrams, electrical schematics

6. Testing and Commissioning Assistance (200 hours optional)
7. Completion and Training (40 hours).
Deliverables include various drawings such as site plans, general arrangement plans, grounding plans, etc.
Period of Performance
The contract work is expected to commence upon award in December 2025, with specific deliverables scheduled throughout the project timeline leading up to a bid release date of February 1, 2026.
