Bid - Text Messaging Service (SMS)

Background
Snow College is seeking bids for a Text Messaging Service (SMS) that includes API capabilities to develop a texting application for their admissions department. The goal is to facilitate communication with prospective students through bulk and individual text messages. This contract aims to enhance the college's outreach efforts in higher education.

Work Details
The SMS service must have the following specifications:
- API capabilities for building a texting application.
- Ability to send both bulk and individual text messages to prospective students.
- Python integration capabilities.
- Anticipated volume of 700,000 or more segments per year.
- Requirement for at least seven 800 numbers.
- Capability to send up to 10,000 MMS messages per year.
- Pricing must include significant discounts for higher education institutions.
- The system should forward incoming messages from an 800 number to a personal cell number and route replies back through the 800 number without revealing the personal cell number of the respondent.
- A console must be available for admissions professionals to view responses that are not automatically routed to individual cellphones.

Period of Performance
The contract will be for one year with four additional one-year renewable options.

Place of Performance
The services will be performed at Snow College.
