BB26-18, Healthcare Facilities Data Contractor

Background
The State of Utah, through the Department of Health and Human Services (DHHS), is issuing this Request for Proposal (RFP) to secure a specialized Health Facilities Data Vendor. The purpose of this contract is to provide a comprehensive statewide management and reporting solution that collects, validates, and audits encounter-level records for inpatient discharges, emergency department visits, and ambulatory surgeries for the Utah Healthcare Facility Database.

This initiative is driven by legal mandates requiring a centralized reporting system to address fragmented data silos and inaccuracies that lead to administrative waste. The DHHS aims to ensure fair opportunities for all Utahns to live safe and healthy lives by producing public reports that help consumers make informed decisions, identify health disparities, evaluate community outcomes, and provide policymakers with insights into healthcare cost drivers.

Work Details
The contractor will provide a platform for collecting, validating, and auditing encounter-level records specifically for:
1. Inpatient discharges;
2. Emergency department visits;
3. Ambulatory surgeries.

The solution must address issues related to fragmented data silos and inaccuracies in healthcare reporting as mandated by Utah Code Title 26B-8 Part 5 and Administrative Rule R428-10.

Period of Performance
The contract will be performed over a period of five years. The vendor must guarantee its pricing for one year.

Place of Performance
The services will be performed within the State of Utah.

Bidder Requirements
Vendors must certify compliance with various requirements including:
- Not engaging in economic boycotts or boycotts against the State of Israel;
- Certifying that they are not providing forced labor products;
- Complying with background check requirements for access to secure state facilities;
- Submitting two versions of their proposal (one redacted for public release and one non-redacted for evaluation);
- Adhering to the standard terms and conditions set forth by the State.
