Background
The City of Moab is seeking proposals for Information Technology Security (Cyber Security) and Information Technology Support Services. The goal is to enhance the city's IT infrastructure and security posture while ensuring compliance with applicable regulations, particularly those related to public safety and municipal operations. The city aims to procure long-term, comprehensive, reliable, timely, proactive IT management and cybersecurity support that aligns with its mission to serve its citizens effectively.

Work Details
The selected vendor will provide a range of services including:

1. Cyber Security Services:
- 24/7 Security Operations Center (SOC) for continuous monitoring.
- Deployment of Security Information and Event Management (SIEM) tools for log analysis.
- Advanced Endpoint Protection (EDR) for threat detection and remediation.
- Protective DNS solutions for blocking malicious domains.
- Managed Intrusion Detection Systems (IDS) for monitoring intrusion attempts.
- Continuous vulnerability scanning and automated patch management.
- Dark Web monitoring for compromised credentials.
- Cloud security configuration and backup solutions.
- Security Awareness Training for city employees.

2. IT Support Services:
- Management of the city's hybrid cloud infrastructure including Microsoft Hyper-V clusters.
- Administration of Active Directory and Group Policy management.
- 24/7 Help Desk support for Windows endpoints.
- Onsite support technician dedicated to resolving end-user tickets in person.
- Vendor liaison services for critical municipal applications such as Spillman and SCADA systems.

3. Artificial Intelligence Governance & Strategy:
- Assessments to identify unmanaged AI usage within the city network.
- Development of secure AI access platforms ensuring data privacy.

Period of Performance
The contract period will commence upon award and is expected to last multiple years, with specific timelines outlined during the onboarding process.

Place of Performance
Services will be performed primarily at the City of Moab's facilities located at 217 East Center Street, Moab, Utah, with potential remote work as needed.

Bidder Requirements
Proposers must demonstrate compliance with FBI CJIS Security Policy and Utah BCI regulations, including background checks for all staff assigned to the project. Preferred certifications include CISSP, CISA, Microsoft Certified: Azure Administrator Associate, and experience in municipal environments related to public safety.
