Background
The City of West Jordan is seeking proposals from qualified consultants to prepare the 2026 update to the City’s Drinking Water Source Protection (DWSP) Plan. This update is required to comply with State of Utah drinking water regulations and aims to address potential contamination sources, hazard assessments, management strategies, implementation steps, resource needs, record keeping, and contingency planning.

Work Details
The scope of work includes five main tasks:

1. Coordination with City Staff: The consultant will meet with City staff to gather necessary information for modeling and analysis. The City will provide previously approved DWSP plan updates, maximum pump rates, relevant as-built drawings, and business license database information.

2. Updated DWSP Zone Delineation Modeling: Groundwater modeling will be completed to update DWSP zone delineations for all City wells, adhering to State standards. A delineation report will be submitted to the Utah Division of Drinking Water.

3. Update Potential Contamination Source Inventory and Controls: The consultant will compile an updated inventory using environmental databases, conduct a field inventory for confirmation, rank and prioritize potential contamination sources (PCSs) using State-approved methodology, evaluate control measures, and submit a report including maps and data to the Utah Division of Drinking Water.

4. Update Management and Implementation Programs: Review existing DWSP Management Plans for necessary changes covering implementation procedures, resource evaluation, recordkeeping, public notification, and monitoring reduction waivers. Work with the City on updating public notification or contingency plans as needed.

5. DWSP Plan Update Submittal: Prepare a draft DWSP Plan update for City review, incorporate comments from the City, finalize the plan, and submit it for review and approval by the Utah Division of Drinking Water.
