The City of San Antonio (City), Public WorksDepartment (PWD) is issuing a Request for Competitive Sealed Proposals (RFCSP) forqualified firms (Respondents) to provide construction services for the West College Link (St. Mary's to Memorial High School toZarzamora Creek), a 2022 Bond Project. One of the City's goals that theParks and Recreation Department wants to help address with this project is bikeand pedestrian access, specifically that all citizens would be within a10-minute walk to a park. This project will provide greater bike and pedestrianconnectivity for both residents and students at St. Mary's University andMemorial High School to the Westside Creek Greenway trail network, via therecently completed Zarzamora Creek Greenway trail.


Background
The City of San Antonio, through its Public Works Department (PWD), is issuing a Request for Competitive Sealed Proposals (RFCSP) for qualified firms to provide construction services for the West College Link project.

This project is part of the 2022 Bond initiative aimed at enhancing bike and pedestrian access, ensuring that all citizens are within a 10-minute walk to a park. The project will improve connectivity for residents and students at St. Mary’s University and Memorial High School to the Westside Creek Greenway trail network via the recently completed Zarzamora Creek Greenway.

Work Details
The scope of work includes construction services related to street improvements for the West College Link project. Specific improvements will encompass:
- Street mill and overlay
- Shared use path
- Pedestrian lighting
- Planting of trees
- Irrigation upgrades
- Utility upgrades

The construction cost estimate is approximately $5,178,604.34 with a contract duration of 360 calendar days. Liquidated damages for delays are set at $1,784.12 per day for substantial completion and $895.12 per day for final completion.

Period of Performance
The contract will be performed over a period of 360 calendar days from the notice to proceed.

The project is located in Districts 5 & 7 of San Antonio.
