Background
Workforce Solutions Cameron (WFSC) is a private, non-profit corporation that oversees the workforce development system in Cameron County, Texas. The organization provides various programs aimed at assisting local residents and businesses, including career training, job search assistance, and support for individuals receiving unemployment benefits.
The current WFSC website has not been updated since 2017 and requires a comprehensive redesign to meet the evolving needs of the community. The goal of this contract is to create a user-friendly, accessible online platform that effectively serves the needs of Cameron County residents and businesses.
Work Details
The selected vendor will be responsible for the following services:
1. **WordPress Website Redesign & Development**: Migrate existing content and implement a user-friendly, mobile-friendly accessible design.
2. **Content Delivery Review**: Conduct a comprehensive review of content delivery with an emphasis on enhancing user experience and mapping stakeholder journeys.
3. **Ongoing Support & Maintenance**: Provide regular updates, backups, technical support, and expertise in managing API integrations.
4. **Website Hosting**: Host the website using WFSC’s existing Liquid Web account.
5. **Deliverables** include:
- A redesigned website that maintains brand consistency and is aesthetically pleasing with responsive multi-browser support.
- Features such as advanced search capabilities, SEO optimization, compliance with WCAG 2.0 AA standards for accessibility, and integration of social media platforms.
- A chatbot for customer inquiries, booking or appointment scheduling functionality, multi-language support (e.g., Spanish), and a calendar for events.
Period of Performance
The contract period will be for one (1) year with up to four (4) one-year renewals based on satisfactory performance.
Place of Performance
The services will be performed at Workforce Solutions Cameron's location in Brownsville, Texas.
Bidder Requirements
Proposers must demonstrate experience in website design and development, particularly with WordPress CMS. They should have proven experience in redesigning websites focusing on user experience and accessibility. Eligible proposers include minority-owned businesses, disadvantaged businesses, veteran-owned businesses, or women-owned businesses. Proposers must also comply with all applicable federal and state laws.
