Background
The Montgomery Central Appraisal District (District) is seeking proposals from qualified vendors for RFP 2026-002 – Web Design. The primary objective of this contract is to design, develop, and implement a new public-facing website aimed at modernizing the existing site to enhance service delivery to the public, property owners, and stakeholders. The new website should improve usability, accessibility, transparency, and compliance with federal and state laws.
Work Details
The selected vendor will provide professional design services that include:
1. Discovery and Planning: Conduct stakeholder interviews to assess needs and review current website content.
2. Design: Develop user-centered interface (UI) and user experience (UX) designs that align with District branding.
3. Development: Utilize a secure platform emphasizing mobile-responsive design, integrating search functionality and public-facing tools while ensuring compliance with WCAG 2.1 AA or higher accessibility standards.
4. Content Migration: Migrate existing web content to the new site while optimizing for usability.
5. Compliance and Security: Ensure ADA compliance and data protection best practices.
6. Testing and Deployment: Test functionality across various browsers/devices before final deployment with launch support from the vendor.
7. Training and Support: Provide training for District staff on the new website's functionality along with documentation and user guides.
8. Reporting: Accommodate meetings between vendor and District representatives as needed.
Period of Performance
The contract period will be defined by the proposed timeline for completion of the scope of work, with a right for the District to terminate for cause upon thirty (30) days written notice.
